With Cyberview driver and software installed, loader.exe appears not to execute. I'm running Windows 10, does that prevent execution, and if so,will this software run only on windows 7 and earlier? Compatibility modes do not let it work either.

You have to visit the official website to identify your product and then download the drivers and the software for your operating systems. I've browsed through the selections and it appears that the drivers and the software for the supported products have Windows 10 compatibility.
I have Adobe Elements 4 and they are now at 9. The program keeps asking me for a password and I have no password. I did not register the program when I download it and now I have no idea how to register. What can I do?

Unfortunately, you can't register your product anymore because it is an old one that is no longer supported. If you want, you can upgrade it to the latest version. In this way, you will receive a password that will help you to activate the product. Navigate to the official web page, click the first yellow Upgrade now button, select Photoshop Elements 4 from the I own drop down list and follow the on-screen instructions. The upgrading price will be around 79.99 dollars.
